Title: Texas Correctional Office on Offenders with Medical or Mental Impairments (TCOOMMI) Program Director
Location: San Angelo, Texas

The TCOOMMI Program Director is responsible for the oversight and management of the MHMR Services for the Concho Valley’s TCOOMMI Program and staff. The person in this position will have a passion for providing exceptional behavioral healthcare services to individuals involved in the criminal justice system, strong dedication to public safety and be directly responsible for the delivery of the overall program and its activities in accordance with MHMR Services for the Concho Valley and the Texas Department of Criminal Justice (TDCJ) Program Guidelines and Processes.

The TCOOMMI Program Director is responsible for providing continuity of care coordination and facilitating the attainment of appropriate mental health services for adults and juveniles who are diagnosed with severe and persistent mental health disorders and who are on probation or parole. The TCOOMMI Program Director will also facilitate jail diversion for appropriate individuals. The Program Director is responsible for case management to facilitate transition-focused psychosocial rehabilitative services. The Program Director must complete mental health assessments and assist eligible individuals with referrals to additional services using clinical judgment in conjunction with state guidelines.

The position requires the development and maintenance of effective, professional working relationships with community service partners & providers, such as, Community Supervision and Corrections Department (CSCD), Texas Department of Criminal Justice (TDCJ), and Texas Juvenile Justice Department (TJJD) employees, local judicial and law enforcement, and county jails.

The TCOOMMI Program Director supports the mission and organizational goals of MHMR Services for the Concho Valley and Texas Department of Criminal Justice, while developing new initiatives and using strategic direction to provide the highest level of comprehensive behavioral healthcare for adults and juveniles who are in all phases of involvement in the Criminal Justice System. The TCOOMMI Program Director will implement the principles of trauma-informed care including cultural sensitivity, in all areas of service delivery.


  • High School Diploma / GED - REQUIRED
  • Bachelor's Degree from an accredited college or university with a major in social, behavioral, or human service field including psychology, social work, sociology, human development, criminal justice - REQUIRED
  • 2 years' Management Experience - PREFERRED
  • Direct Program Experience working with TCOOMMI, behavioral health centers, criminal justice departments, and/or state/federal programs - PREFERRED
  • Master's Degree in A social Sciences field or Criminal Justice - PREFERRED

LICENSE/CERTIFICATION:  Valid Texas driver’s license and must be insurable on the Center’s insurance. No more than 3 moving violations in the last 3 years. Ability to be certified as a Qualified Mental Health Professional employed by the Local Mental Health Authority. Must be able to pass an extensive background check to work with individuals involved in the legal system.

EXPERIENCE AND SKILLS REQUIRED: The person in this position must have a passion and skill for leadership, coaching, collaboration, development, and the ability to communicate effectively with diverse individuals. A high level of detailed electronic documentation and reporting is required and adherence to company, state, and federal guidelines is expected. This position involves scheduling and coordination of meetings and departmental activities; acting as a liaison with other departments and outside agencies; and working independently and within the team on special nonrecurring and ongoing projects. The person in this position must be action oriented and able to plan and coordinate multiple presentations, meetings, trainings, disseminate information, and create presentations and brochures/handouts. Knowledge of psychotherapeutic medications, intensive case management functions, substance use treatment, crisis services, community resources, and evidence-based practices in the mental health and criminal justice systems are required. This position necessitates innovative thinking, patience, resiliency, skills in advocacy, service coordination, mental health assessment and evaluation, collaborative person-centered recovery planning and dual-diagnosis treatment.


Salary: DOE
Hours: Monday - Friday, 8a.m. -5p.m.; exempt position that involves some travel.
